Of course My Mac gave up the answer right after I sent my previous inquiry.
It’s still not a solution for the context menu not working, but a holding the
control button while clicking down the track pad brought up the
shortcut/context menu with the options sub menu that allowed me to keep an app
in the dock.
Still no actuall Voiceover solution, but this works ok.
