The language rotor is always there if a person has more than one language selected. If the rotor is turned to quickly, the language, or any other option, may not be spoken as the selector moves to the next option. When default language is selected, VO speaks foreign language text using the voice for that language. When any other language voice is chosen, it is my understanding that VO attempts to use the current voice for all pronunciations. The regional setting is used by VO to set the HQ voice. VO only downloads the HQ voice for the default language voice. All other voices use the standard, lower quality voice.
