I have noticed it.

Since updating to iOS 13, and then iOS 13.1, I sometime have trouble
navigating the Notification Center on my iPhone XR. I swipe down twice to get
to the Notification Center, and when I arrow through my notifications, I get
a clicking sound but no VoiceOver feedback. If I pause for 5 seconds or so,
VO will start to read the notifications. It's almost like it's lagging behind.
Has anyone else noticed this?
