Sure, you can do this with keyboard commander at least to some extent. I have a 
hot key set up to open the timesheet I do for my job. Just do add in keyboard 
commander and under custom commands choose open file. I haven't set up anything 
for notes but I am pretty sure something can be done for that, probably also in 
custom commands.
