Hello Marcy,
When you press VO keys and left arrow, nothing happens. However, if you use 
Option and left or right arrows, you will be moved word by word. Again, 
remember that while we have VoiceOver, the device is still a touch-screen and 
this is where all the activity is done. The keyboard is primarily for writing 
and nothing more.
