You have to go to the iTunes website and look for either the Contact Us link or the support link. As I said, for some reason, it's not easy to find. There might be an easier way I am not aware of, but this is how I've contacted them the two times I have needed to do so. Once you begin a dialog with them, they are quite responsive and helpful.
