I’m not sure why you just couldn’t have changed punctuation in VoiceOver
settings or, as earlier suggested by someone else, by way of the Rotor. That’s
odd that you had to go into Activities.

Hi friends,
Since last night, I am experiencing a strange behavior with my voice over on
my iPhone. It is saying all the punctuation marks despite the setting being
on some. I double checked with the roter settings and in the voice over
verbosity. It is very annoying when it keeps saying all the punctuation
signs. Any suggestions?
