I haven’t played with OBS for a while. I was interested in using it for
minimal local insertion/local scroll/crawl announcements to our stream. I
wanted to write a scheduler, but never got the time to start working on it.
One thing that really killed the project for me was the lack of Closed
Captioning support. If it is using VLC, I need to check if VLC will pass CC.
I’m trying to remember how long term stable it was.
Please keep us informed on your progress. I won’t have time to think I
about it until after the middle of January (and who knows what other
project someone will think is more important then…)

production software. While this free software is typically used for
streaming or podcasts, the latest version has the capability to run
playlists of video files (as long as VLC player is installed).
This makes creating a simple looping video channel quite easy. And the
software supports video cards like Black Magic Design, as well as typical
RTMP streaming protocol.
In addition, you can create different "scenes" which can have playlists
attached. So far I've figured out that you can use that trusty old Swiss
Army knife program xStarter to play out different scenes (and, hence,
playlists) based on a programmed schedule.
While this is a cumbersome workaround, it would be possible to schedule
certain shows or content (playlists) at given times. So maybe this could
be used as a way to do a simple looping channel, such as music video
channel, but still be able to schedule in a few shows on schedule (for
example, to satisfy E/I requirements on a sub-channel.)
OBS can also overlay graphics over your video, such as a channel bug. And
I'm guessing there's much, much more that OBS can do...
