It's called "Setting the Agenda."

John's right. Another common trick is to set the agenda by limiting the 
debate.

On abortion for example, the right to choose is a moderate position, 
between:

1. mandatory abortions for families with more than two children
2. right to choose
3. no legal abortions


But by limiting the debate, (2) is made to seem an extreme liberal 
position and the difference between (2) and (3) can be debated, rather 
than the difference between (1) and (3).
