Surely it depends on who said it and who is translating?
For example, if Popper said it, and in English, it might be translated by
Routledge as"Popper concluded that the defining feature of
the empirical methods of science is that statements are always subject to
falsification by new data."

I read it as: "Is the boy on the left lost?" --"Left" being politically left,
of course.
