You can find dolt-doctors in John Hopkins and good doctors in Mexico. And vice versa.

Board certification (passing the Medical Board Test) is only available to doctors in the US who have passed the three-step USMLE certification first.

BTW, there have been published results of the postgrad medical tests designed by John Hopkins itself. John Hopkins doctors were only in the top five once in ten years! Physician, test thyself.

As a rule, New York hospitals, like Mayo and Cornell, are always in the top five! (Go NYC!)
