Okay -- 
 
A short list of the groups of people who are privy to the State of U.  
"speech" (reading) before hand and how much before hand would probably be  
helpful 
to the unwashed masses....

No reason to think he didn't. He's written a number of  novels, and a  
work of non-fiction about the 'Scots-Irish' experience  in America.  
Maybe Bush could pin the tail on a sentence every now and  then, but to  
expect him to write the text of a 50 minute (?) speech  might be too  
much. (Julie: Webb would have seen the text of Bush's  talk in advance.)
