"Zero growth is a crucial point. Prior to that, the population in China has always been in a state of positive growth. However, when achieving that stage, the population will be in a static state, around 1.5 billion. And after that, the population will gradually decrease," added Li. The population growth rate in China last year stood at 5.87 per mille, which meant a net increase of population of more than 7 million. Meanwhile, Li also pointed out that when the population in China approaches zero growth, to be exactly, around 2040, the age structure of population in China will also experience dramatic changes. The percentage of people who are above 65-year-old against total population will rise to 12 percent from the current 7.6 percent. Whereas the percentage of productive age population will decrease sharply. "In view of this situation, China will make major adjustments to the national population policy before 2040. When the objective of zero growth is achieved, China's population policy will shift to the prevention of sharp population drop from its former direction. However, in light of the rapid economic development and the change of people's idea on child-bearing, it is impossible for population in China to increase further," noted Li. Meanwhile, Li also said that along with the drop of total population in China, the percentage of aging population would climb to its peak of 20 percent when China realizes the objective of zero growth, i.e. one aged among every five people. "China will not change its family planning policy in a short time because it is a key measure to stabilize the current low birth rate," confirmed Li. China's population reached 1.3 billion on Jan. 6, 2005. Currently, certain provinces and municipalities in China have formulated relevant policies allowing the couples, who are both from single-child families, to have the second child.
