Bush Urges Koizumi to End U.S. Beef Ban

TOKYO - President Bush urged Prime Minister Junichiro Koizumi to end a
15-month ban on American beef, as Washington stepped up pressure
Wednesday to reopen the once-lucrative overseas market for U.S. beef
producers.

Washington has wanted the ban lifted ever since Japan halted imports
of American beef products in December 2003, following the discovery of
the United States' first case of mad cow disease. Last month, some
U.S. lawmakers warned of possible sanctions if Japan does not end the
ban soon.

During their 15-minute phone call late Wednesday, Koizumi said he
wants to resume the beef trade soon, Japan's Foreign Ministry said in
statement.

In Washington, White House spokesman Scott McClellan said Bush and
Koizumi discussed a wide range of issues, including resuming U.S. beef
shipments to Japan. He said Secretary of State Condoleezza Rice would
raise the issue when she visits Tokyo next week.

"It's an important issue. We would like to see the market opened,"
McClellan said.

But the Japanese leader refrained from offering a timetable, telling
Bush that Tokyo awaits the recommendation of a food safety panel, the
ministry said. Koizumi pledged not to let the issue hurt the
countries' relations, it said.

U.S. Secretary of State Condoleezza Rice is expected to raise the
issue again when she flies to Japan later this month for talks with
Foreign Minister Nobutaka Machimura. The two diplomats discussed the
ban last month in Washington. Bush and Koizumi last spoke by phone in
February.

Tokyo's ban on U.S. beef was imposed after the United States
discovered its first case of fatal brain-wasting mad cow disease,
formally known as bovine spongiform encephalopathy, in a Holstein in
Washington state.

Before the ban, Japan bought $1.7 billion worth of U.S. beef in 2003,
more than any other overseas market for American beef producers.

Japan tentatively agreed in October to resume imports of beef products
from young cows considered less at risk for the disease, but
discussions stalled over how to confirm the age of cattle.

Earlier this month, a Japanese government panel recommended that Japan
begin importing U.S. grade A40 beef, which comes primarily from cattle
12 to 17 months old. A final decision has to be approved by the Food
Safety Commission and then the agriculture and health ministries.

In their wide-ranging discussions Wednesday, Bush and Koizumi also
stressed the importance of China's role in the standoff over North
Korea's nuclear weapons programs and touched on Koizumi's political
battle over the privatization of Japan's postal system.

The ministry said the two men chatted about Koizumi's invitation to
Israeli Prime Minister Ariel Sharon and Palestinian leader Mahmoud
Abbas, amid reports that Tokyo may be trying to arrange a three-way
summit as early as May to advance the Middle East peace process.
