[liblouis-liblouisxml] python bindings

Hey all.
As you know, we have a SVN branch where I added and tinkered around
with the Python bindings that Jamie wrote for NVDA. I would like to
merge the branch into trunk. Is that OK? Any objections?
I would also appreciate a subsequent liblouis release, since we would
like to direct Orca users to a current liblouis version with included
Python bindings. This will help negate the obsolete bindings included
in Orca.
