So far a user doesn't need Python to build liblouis. If we write a test harness in Python we ask the user to install Python, at least to run the test harness. But I think it isn't such a big problem: we can make the test harness optional depending on the existence a Python installation, i.e. liblouis can be built without running the test harness.
