You need to download the tar.gz file, i.e.
https://github.com/liblouis/liblouis/releases/download/v2.6.4/liblouis-2.6.4.tar.gz.
This contains the configure file. If you download the source code tar
ball (which is listed on the releases page automatically by github) then
you will have to have the autotools installed as Anthony mentioned.
