[liblouis-liblouisxml] hyphenation and UTF-8 inn liblouis

Now that liblouis is capable of handling UTF-8, it would be simple to
extend the hyphenation feature to handle hyphenation tables written in
UTF-8. How would I know that a table uses this encoding instead of
Latin-1?
