There are two Spanish Braille forms.... Latin American and that from
Spain. I think, could be wrong, that the 'American Spanish' is that from
Spain or Castilian which is, as far as I know, taught in most U.S.
colleges, universities and high schools, unless the course specifies
'Latin American' Spanish. Or so I found when I was in the U.S. going to
a university and did some minor research.
If you are one to go, for example, to Costa Rica, which has an
abundance of Spanish language schools, to take one of those courses you
will learn the Latin American Spanish. It is usually easy to tell if
someone has learned Spanish in the U.S.
Latin American Braille Council is the organization that sets the
standards for Latin American Braille. They have offices in various
countries in South and Central America. Organizacioñ Nacional de
Ciegos, (ONCE) in Madrid, sets the standards for Castilian. They work
with Commisión Braille Española (CBE) for Braille in Spain and other
locations other than Latin America.
Going from Latin American Braille to Castialian Braille is easy or going
the other way around.

Most of the work in Liblouis happens on a voluntary or semi-voluntary basis. Some people work for institutions or companies who use Liblouis for their products or services. Others just contribute because they think it is a good idea and because they feel they are able to contribute in their area of expertise .
So, if you are very knowledgeable in Latin American Spanish Braille, or if you know someone who is and who might contribute, then a lot could happen in a relatively short time. Otherwise, perhaps, not so much.
BTW: are there big differences between Latin American Spanish Braille and Castilian Spanish Braille? I think I heard someone mention that there is now a unified Spanish Braille, but I don't know if it is of any consequence.

always, we will merge whatever is ready and that will be part of this
release.
How can you help with the release? Glad you asked: Make sure all the PRs
are ready for merging, i.e. have test cases if possible. Or pick an
issue that bugs you and submit a PR for it. Fix the doc where you think
there is a problem, etc.
I'm counting on your help to get this to be a fantastic release.
