The short answer is that you can't. I don't think libyaml works under Windows,
and it looks like it has a rather low priority for the libyaml team.
I have a similar situation myself, and I think you have two options:
You could either run Linux in a virtual machine on Windows 7, which I did for
quite some time. Otherwise, Windows 10 has got a Linux subsystem that will run
most command line utilities, including all the liblouis tools and tests. I
don't know if this Linux subsystem can be downloaded for Windows 7.

Hello dear friends. I am using Windows 7 32-bit. How can I run YAML tests on my
system? When I try to run lou_checkyaml with my yaml file, it says: skipping
test for XXX as libyaml was not found. How can I find libyaml package suitable
for my 32-bit Windows 7 system?
