I think there is a small typo which causes the problem,
please look at line 110 and 111
# Estonian specific characters
uppercase \x0161 1567 LATIN UPPERCASE S WITH CARAT
lowercase \x0161 156 LATIN LOWERCASE S WITH CARAT
At the moment they are both for \x0161
Please correct and continue checking with nvda.
