No, you can use Linux, Windows or Mac OSX.

Did you look at chapter 3 of the manual? The manual is available online
at http://liblouis.googlecode.com/svn/documentation/liblouis.html.

Maybe we could add something to the official manual. Do you have any
suggestions?

I hardly work on the tables, but if I do I just use the tools that come
with liblouis, i.e. lou_checktable and lou_translate (these should also
be described in the manual)
