[liblouis-liblouisxml] Debugging configuration and semantic files

If you use the configuration setting
debug yes
or the corresponding command-line option liblouisutdml will do
additional eror checking. It will print messages about such things as
duplicate lines in a semantic file or attempts to assign the same xml
tag to diferent actions or styles.
