[liblouis-liblouisxml] Ameliorating the Tables mess

How about setting up a directory for candidate tables in svn? The tables
we aren't using could be moved there. They would
not be in the distribution. The directory might be called, quite simply,
"candidate-tables." Most of the tables from brltty would go there until
we get around to making them into "standard" comp8 tables.
