I have done a little more research... and I think you are right.
According to the date-guide from the author of "Small Wonder", prior to 1963,
there was a Wolfsburg Crest on the hood. Not there on this car, so at least a
1963 or later.
In 1965 the old "T" handle, to open the engine compartment ( I remember that on
my 1960 bug that I drove from '67 to '70) was replaced with a push-button
effort, which IS on this car. So, at least a 1965 model.
However, in 1966, the engine size was put on the engine cover, and it's not
there... so that would seem to confirm a 1965.
Except that the air intake slots in the rear engine cover were added in 1967.
So, I'm thinking perhaps a restored Beetle, with a pastiche of parts, perhaps
with the tail-lights from the early 70's. So, not stock, but nicely restored.

about ten years and say '68 -'70, almost into the SuperBug model run. It
just has the "look and feel" of a newer version than late 1950s -
particularly in the rear tail-lights. Its totally a gut-guess on my
part. Regardless of vintage it has been kept up or, as you say, perhaps
restored to very nice level.
