The Nikon software died when Win7 was introduced.  As it says on their website 
(your link)...

Nikon Scan is Nikon's own proprietary software for film scanners but it
only supported computer operating systems up until scanner development
stopped.

I use Ed Hamrick's Vuescan. I was smart enough, back in about 1995, to buy his 
"pro" version, which provided unlimited updates, for life - for $39, rather 
than the one-time download at $29.  It was $10 well spent!
