Great video of hawks kettling at Smith Point Hawk Watch. It is truly
amazing how many birds pass through there. I never was lucky enough to see
this many when I went!

A couple of days ago, Clarice and I saw a flock of at least 20 Turkey
Vultures, circling as you described.
They use the thermal updrafts for lift. I have heard this called
'kettling'.
This is not feeding behavior.
I understand that it is a communication method, alert to prepare for
migration. They may be about to depart soon.

I had a friend call me yesterday to ask why she sees buzzards "drifting"
overhead her house...are they migrating through? She wondered if
something was dead in her neighborhood attracting them, but I told her I
didn't think they were feeding? Pat J
