I want to ensure that all agencies understand and utilize the different
terminology below. This is what the Oregon State Police Task Force on School
Safety has recommended to legislature for state-wide adoption:
* Lockdown - this term is used in a situation to quickly secure school staff,
students, and visitors in rooms away from immediate danger. (active shooter in
progress)
* Lockout - this term is used during a potentially dangerous situation outside
of the school. Students and staff are to remain inside while the school's
exterior doors are locked. (incident has occurred nearby)
* Shelter in Place - students and staff are asked to take immediate shelter
where they are and isolate the inside environment from the outside environment.
(hazardous materials release)
* Evacuate - those inside the building are asked to move from a place of danger
to a safe place. Students and staff are asked to leave the school immediately.
Of course, these terms don't need to be limited to schools.
