Okay, unless I am totally mis-understanding the regulations, it is now
my understanding that unless a US ham has an Extra class license the
said US Ham can not access any remote system in Canada via the Internet
in any way shape or form be it via Allstar, Echolink, IRLP, or (direct)
VoIP. Accessing any of those networks via RF is still permitted as I see
it, but it is a lot foggier now with the way these regulations are written.
If I wasn't confused before, I certainly am now.

The Computer has had its Windows and Skype updates. ?Have added some
chokes to the setup, however HRD still does not "Stop" the tuning on
160M. ?Close the tuning window and you should be okay. ?There will be
an updated manual out in the near future. If you are an "Advanced"
