Announces New Testing Exemptions Seriously ill students can be exempt from high stakes testing; and schools can average three years of student test participation figures, rather than using one to meet the required 95 percent participation rate, according to changes in the No Child Left Behind Act. Students also will receive separate marks for the effort they put into class projects, participation, and homework. Belzer Middle School in Indianapolis, Indiana, trains students to tutor their classmates; it is the only peer tutoring program in the U.S. certified by the National Tutoring Association. About 55 boys have participated this year; the school now has book clubs for girls and teachers.
