  Improving Literacy Through School Libraries Program (Federal

Purpose of Program: The purpose of this program is to improve
student reading skills and academic achievement by providing
students with increased access to up-to-date school library
materials; well-equipped, technologically advanced school library
media centers; and well-trained, professionally certified school
library media specialists.
    Applications Available: February 16, 2007.
    Deadline for Transmittal of Applications: April 2, 2007.
    Eligible Applicants: Local educational agencies (LEAs) in which
at least 20 percent of the students served by the LEA are from
families with incomes below the poverty line based on the most
recent satisfactory data available from the U.S. Census Bureau at
the time this notice is published.  These data are Small Area
Income and Poverty Estimates for school districts for income year
2004. ...
    Estimated Range of Awards: $30,000-$300,000.
    Estimated Average Size of Awards: $190,000.
    Estimated Number of Awards: 100.

Purpose of Program: The purpose of the Professional Development
program is to (1) Increase the number of qualified Indian
individuals in professions that serve Indians; (2) provide training
to qualified Indian individuals to become teachers, administrators,
teacher aides, social workers, and ancillary educational personnel;
and (3) improve the skills of qualified Indian individuals who
serve in the education field.  Activities may include, but are not
limited to, continuing programs, symposia, workshops, conferences,
and direct financial support.
    Applications Available: February 16, 2007.
    Deadline for Transmittal of Applications: March 19, 2007.
    Eligible Applicants: Eligible applicants for this program are
institutions of higher education, including Indian institutions of
higher education; State educational agencies or local educational
agencies in a consortium with institutions of higher education;
Indian tribes or organizations in consortium with institutions of
higher education; and Bureau of Indian Affairs-funded schools. ...
    Estimated Range of Awards: $125,000-$400,000.

Purpose of Program: The Cooperative Civic Education and Economic
Education Exchange Program provides grants to improve the quality
of civic education through cooperative civic education exchange
programs with emerging democracies.
    Applications Available: February 16, 2007.

    Eligible Applicants: Organizations in the United States
experienced in the development of curricula and programs in civic
and government education and economic education for students in
elementary schools and secondary schools in countries other than
the United States, to carry out civic education activities.
    Estimated Range of Awards: $500,000-$1,000,000.
    Estimated Average Size of Awards: $1,000,000.
    Estimated Number of Awards: 1-2.

  Early Childhood Educator Professional Development (ECEPD) Program

Purpose of Program: The purpose of the ECEPD program is to enhance
the school readiness of young children, particularly disadvantaged
young children, and to prevent them from encountering difficulties
once they enter school, by improving the knowledge and skills of
early childhood educators who work in communities that have high
concentrations of children living in poverty. ...
    Applications Available: February 20, 2007.
    Deadline for Transmittal of Applications: April 20, 2007.
    Eligible Applicants: A partnership that has not previously
received an ECEPD grant and that consists of at least one entity
from each of the following categories: (i) One or more institutions
of higher education (IHEs), or other public or private entities
(including faith-based organizations), that provide professional
development for early childhood educators who work with children
from low-income families in high-need communities.  (ii) One or
more public agencies (including local educational agencies (LEAs),
State educational agencies (SEAs), State human services agencies,
and State and local agencies administering programs under the Child
Care and Development Block Grant Act of 1990), Head Start agencies,
or private organizations (including faith-based organizations).
(iii) If feasible, an entity with demonstrated experience in
providing training to educators in early childhood education
programs concerning identifying and preventing behavior problems or
working with children identified as or suspected to be victims of
abuse.  This entity may be one of the partners described in
paragraphs (i) and (ii) under Eligible Applicants.  A partnership
may apply for these funds only if one of the partners currently
provides professional development for early childhood educators
working in programs located in high-need communities with children
from low-income families.
    Estimated Range of Awards: $2,400,000-$4,800,000.
    Estimated Average Size of Awards: $3,600,000.
    Estimated Number of Awards: 3-6 awards.

The National Institute on Disability and Rehabilitation Research
invites applications under its Disability and Rehabilitation
Research Projects and Centers Program related to the following:
    The purpose of the Disability Rehabilitation Research Projects
(DRRP) program is to plan and conduct research, demonstration
projects, training, and related activities to develop methods,
procedures, and rehabilitation technology that maximize the full
inclusion and integration into society, employment, independent
living, family support, and economic and social self-sufficiency of
individuals with disabilities, especially individuals with the most
severe disabilities, and to improve the effectiveness of services
authorized under the Rehabilitation Act of 1973, as amended.
    The purpose of the Rehabilitation Engineering Research Centers
(RERCs) program is to improve the effectiveness of services
authorized under the Rehabilitation Act of 1973, as amended.  For
FY 2007, the competition for a new award focuses on projects
designed to meet the priority we describe in the Priority section
of this notice.  We intend this priority to improve rehabilitation
services and outcomes for individuals with disabilities.
