Jim makes some very good suggestions:

I was once getting a similar error and was able to edit SYSTEM.INI and 
removed the reference to the missing file.  But make a backup copy of 
SYSTEM.INI first just in case you make a mistake.

I would try this first.  This has also worked for me on occasion.
