The Asian lack of service was apparently due to two underwater cables in the
Med being damaged.  The Beeb have the story here:

The service in Dubai last night was terribly poor. I connect in the evenings
to a supposed 100Mb
connection. I understand this morning that the main trunk crossing the
Indian ocean was down, so
everything was being channeled through other pipelines.... I have it on good
authority that
Thunderbird 5 came into its own!
