As Anna mentions, you start by entering the header/footer task pain; there you can create or edit headers or footers. To change between headers and footers go to the toolbar which appears that Anna mentioned, and find the button labeled "show header/footer"; it toggles you between the header and the footer, and when you're on the footer, it says "pressed" as its state.
