Alt-t then o for options. This works, regardless of the ribbon.

Then Ctrl+Tab to the Mail setup page, then tab to the signatures button.

  Please advise on how to set up a signature in Outlook.  I know where to go in 
the old pull-down menus, but not with the ribbons.  I want to sign with my
