I have been teaching Word with JAWS for 15 years.  JAWS works regardless if
you have the ruler line active or not.  It is handy for someone using
ZoomText, MAGic or is sighted to see tab stop placement, left and right
margins, and other issues related to the page setup.  How can a screenreader
use a ruler line for cursor placement when no script places a call for it?
JAWS can let you see the ruler line, but will not announce modifications to
it, such as tab stops.
