If you are running windows xp the only way I know how to do this is to use
power toys for windows.
If you google power toys for windows you will find the MS page it is on.
Opening the mouse folder. there is a hover option. Pressing the tab key once
gives you the time in seconds the mouse has to be over the graphic until there
is a change.
As far as I know increasing this time to a large amount should kill this
feature.
I have also read there is a hack you can do to the registry to kill this but
don't know it and really don't want to mess with that.
