I don't know, but this was the advice the Jaws providers gave and they are
willing to assist in adding the title tags.

Just wondering how adding a title tag to an inaccessible popup menu will fix
anything? Will the tag say "Hey, this menu is inaccessible, don't try to
use it if you're blind."?
