Have you tried to play and hit pause when you reach 3? But other than that I don't think there is any way to move in smaller increments. I believe it's the same in any program with sliders like Windows media player... I know Sonar has some very precise navigation through audio with Jaws, but that's probably a little out of your price range... But other than that I really don't think Jaws can navigate that well in Audacity...
