If it says "clickable" then you can hit enter. If it is a link, you can hit enter. If it is a mouseover with out either of these, it is control+insert+enter. If that works something will happen on the page. If that doesn't work jaws will announce "no change in content". Using insert+F1 in your browser will also give you helpfull jaws commands and this mouseover tip is listed there.
