Walter, locate the application.  On my Win xp pro system, it's at 
C:\Program Files\Internet Explorer but to figure that out, I used find, 
chose 'all files and folders' and put in iexplore.exe.  Once you've located 
that file and highlighted it, use the application key to access the context 
menu, and choose Send to.  From that menu, choose Shortcut to 
Desktop.  You'll have to rename the shortcut, and you can probably delete 
the useless one.  That shortcut should give you the familiar properties 
dialog, allowing you to assign a hotkey.
