Hi. try this
1. go to the jaws window with alt j.
2. go to  options, arrow down to voices and then choose global adjustment...
3.  in the global voice settings dialogue, make sure that the upper case 
change percent is set at 50 and then press ok. that should do it. if it's 
already at 50 and you're still having the problem, then someone else is 
gonna have to help.
