there isn't a service like that in Windows.  There are Web based search 
services for peoples' email addresses, phone numbers, and all sorts of 
things, but they're not part of your computer's own programs.  Maybe someone 
else here can suggest one or two such services.

This takes you into a dialog box for Contacts.
