Judith,

I just looked at my outlook express.  Right before you get to the edit box 
to put in the number of minutes, there is another check box.  it says,
Check for new messages every check box checked.
make sure that this box is checked.  if it's not, then the edit box right 
after that is gone.  see if that helps.   Jack
