I have pages personalized for my home page, he Arizona Republic pages, and a few others. I don't notice much difference in speed of loading. One of the things I do when I go to a new page and determine that I want to frequent it regularly is check to see what features really work, for instance the mouse-over thing. If landing on one of those links doesn't seem to be fruitful, then I personalize the page to turn that feature off. I leave everything in the HTML options of the config manager turned to default settings, and if something displeases me on a particular web site I fix it in a personalized page, that way if it works and I like it I don't have to avoid it.
