You can do this in versions of JAWS as far back as 8, or even 7.
Configuration Manager
Settings
Say All (letter "Y")
You'll find the answer in that dialog.

I love the regular elequence for navigating throughout Windows, but want to
use a SAPI 5 voice when i am reading a document or webpage in insert down arrow
