James is correct that this is how you access the adjustment. But the Insert 
V menu has changed quite a bit, and this feature is new. You want the second 
heading, Virtual cursor. Then you want to toggle the first option for 
copying from a Web page from the setting it's on to simply copy from virtual 
cursor. This is what you're remembering and wanting to return to. Press the 
space bar until you hear that, then tab to the close button and hit Enter.

Note: Although most settings in the Insert V menu are temporary and apply 
only to the Web site you're on when you change them this way (as opposed to 
going into the appropriate section of the Configuration manager options), 
this one adjustment is permanent and universal. So far as I know, there is 
no equivalent setting you can make in Configuration  Manager. So just change 
this, and you have permanently and universally returned the copy mode to the 
way you used to use it. The other two settings are for those who wish to 
copy Web pages just as they are, complete with all page elements and 
features. Which is not working for you with what you're doing.

It's in the personalized verbosity settings for the particular
website you're looking at. Insert+shift+v should bring it up.
