Two Sound Cards - Not Eloquence

I know you can modify the jfw.ini file to have JAWS speech sent to a specific sound device. Does that only work with Eloquence? Does it not work with a USB device? I have a full duplex USB pod (Buddy USB 5G) but adding the Synth1Port=Buddy USB 5G line to my .ini file has no effect. Synth1Name=SAPI 5X since I'm using AT&T Natural Voices which work fine on the default Sound Blaster. Any help appreciated,
