I don't know about Netbook, but we have Windows Vista, and the way to
turn down individual volumes is to go into the system tray, click on
Volume, then on Open Volume Mixer. You then see Main Volume, and Mute,
for various applications.

The answer is no. FWIW, if you had Windows 7 then you can indeed
adjust the volume for individual aplications, including JAWS.
