That is the problem. The default folder to which I downloaded it to was "windows installer package." I cannot find anything that looks like that creature from which to extract it.

Once the files are extracted, then go to the folder where you extracted them and look for a file that is called setup.exe and press enter on it. This is usually how you install programs which are downloaded using compressed or .zip files.
If the file you downloaded is not a .zip file, then when you press enter on it, it will run and guide you through installing the software.
